France plans Juppe out as Kagame arrives in Paris

Kigali, Rwanda– The arrival in Paris, of the Rwandan President Paul Kagame, could be facilitated by an appropriate foreign travel of Alain Juppe to avoid the two men see each other-the French sources say.

Against a background of controversy with Alain Juppe, the head of French diplomacy, Paris proposed to President Paul Kagame of Rwanda in early September to make an official visit in France.
The Rwandan Minister of Foreign Affairs, Louise Mushikiwabo, was in Paris to prepare for this visit, presented as the answer to that French President Nicolas Sarkozy in February 2010 in Kigali.

Rwanda government has confirmed the visit on September 12, 2011.

“President Kagame will effect an official visit to France by September 12th, at the invitation of President Sarkozy. He will meet the French prominent business community.” Mushikiwabo told Great Lakes Voice.

She met with the Minister of Cooperation, Henry Raincourt, but not with Alain Juppe. The Quai d’Orsay excuses the agenda of the Minister responsible for the lack of contact between the two heads of diplomacy.

“It was never planned that I would meet Juppe, I met Sarkozy’s advisors and minister of cooperation Henri de Raincourt.” Mushikiwabo said.
After a break of diplomatic relations between 2006 and 2009, related to a judicial investigation in France on the events that marked the beginning of the 1994 genocide in Rwanda, Paris and Kigali had sealed their reconciliation with the visit in early 2010, Rwanda’s French President.
Nicolas Sarkozy admitted then that “a form of blindness” of France for not having “seen the genocidal dimension” of the regime it supported at the time.

But the easing of relations between the two states did not win Alain Juppe, who led already in 1994 the Quai d’Orsay in another government.

Paul Kagame said in April in Jeune Afrique that the French foreign minister was “not welcome” in Kigali. “This is great, I had no idea to go there, or shake hands with [Paul] Kagame,” Juppe replied.

The head of French diplomacy is indeed specifically implicated in a report circulating in Rwanda and accusing France of complicity with the genocide.

This document, published in 2008 by a Rwandan investigation commission, said that France has “contributed” to genocide under the guise of military and humanitarian Operation Turquoise was launched in June 1994.

In addition to Alain Juppe, several French personalities, of both right and left, are cited.
Between April and June 1994, more than 1,000,000 Rwandans, mostly the Tutsi, were massacred by extremist Hutu militia and former Rwandan Armed Forces.
Very critical of the Minister, Paul Kagame, however, said that “France does [abstract] Alain Juppe not” before assuming that it should not be an obstacle to his visit in Paris. He said, via Louise Mushikiwabo, that this move “kept him in person at heart, for himself and his country.”
“He wants to reactivate cooperation beyond mere political normalization and also wants to see players in the French economic life,” says one at the Quai d’Orsay…Which is the same wish of Rwanda.

It also tries to “overcome the problems of people in the name of reason of statehood” and it is hoped that “this visit is taking place in a standardized,” it is argued in Paris.
The arrival in Paris, the Rwandan president could be facilitated by an appropriate foreign travel of Alain Juppe.

A long journey of that could start in Australia, New Zealand and China would be under consideration for September. Officially, the tour would have to advance on issues related to the French presidency of the G20.
