Would President Museveni’s reshuffle a part of a big conflict mastermind?

Kampala, Uganda-President Yoweri Museveni on Wednesday night promoted the Inspector General of Police (IGP) Maj. Gen. Kale Kayihura to the rank of Lieutenant General in a huge reshuffle.

Ready to do any thing for President Museveni, Kayihura has been a loyal servant to the President and this could be a reward for controlling opposition-inspired walk-to-work riots in Kampala and bringing Kiiza Besigye to calm.

In balancing equation, Airforce Commander Maj. Gen. Jim Owoyesigire has been promoted to Lieutenant General, sharing a rank with Land Forces chief Lt. Gen. Katumba Wamala.

Army spokesman Col. Felix Kulayigye reacted to the reshuffle and promotions, saying are part of UPDF’s strategy of “mordanising” the army.

The Director General of Chieftaincy of Military Intelligence (CMI) Brig. James Mugira is now a Major General.

Some observers believe that Mugira could have been sacked since he has been posted to Luweero to oversee the ammunition department at the army industries.

Mugira’s office has been taken by Col. Charles Bakahumura formerly the Chief of Personnel and Administration (CPA) – UPDF.

Museveni also recalled Col. Leopold Kyanda who has since been the UPDF’s military attache in United States to head Personnel docket of UPDF!

Kyanda was in 2008 fired as CMI director for messing up the military investigations body. The sacking followed an incident where Red Pepper offices in Namanve were burnt by suspected gunmen reported.

Mugira, who was the commander of Masaka Mechanised Division at the time, replaced Col. Kyanda.

Mugira now replaces Prime Minister Amama Mbabazi’s wife Jacqueline Susan Mbabazi who has been appointed senior presidential advisor on special duties.

Col. David Muhoozi, the commander of Armoured Brigade, has been promoted to the rank of Brigadier and transferred to head the Air Defence Unit in Nakasongola.

Brig. Gavas Mugyenyi, who has been Commander of Air Defence Division, has been appointed Armoured Brigade Commander.

Brig. Otema Awany, formerly 4th Division Commander, is now head of Logistics and Engineering while Maj. Johnson Namanya of Special Forces Group has been promoted to Lieutenant Colonel and appointed Administration Officer in charge of Luwero Industries.

This appears as a demotion but the fact that Museveni is appointing trusted cadres to run a UPDF ammunition depot raises fear the President could be preparing for an imminent conflict.

Col. Victor Twesigye, a reputed battle-hardened fighter has been appointed as head of chieftaincy of Signals and Communications, replacing Col. Yowasi Kiiza who has been transfered to Reserve Force headquarters.

Kulayigye says Engineer Lumu has been appointed Deputy Managing Director of Luwero Industries.
